I don't know if it's SSI - but there are some really stupid rules about keeping control of widely disseminated documents (documents we put in bags have to be kept locked up so someone does get their hands on them, ahhh!).

I also don't know how other airports do it, but we just give away complaint forms in a pre-addressed envelope, and they can do whatever...
