This does sound a little strange.

However, I like the ending of that quote that you chose to omit:
"...sticker that said 'No Mandarin Spoken' (and stuck it) on my chest. I was so embarrassed," said actor Hossan Leong, who is also an ambassador for the Speak Mandarin Campaign.

So let me get this straight - An ambassador for the Speak Mandarin Campaign does not speak Mandarin. Sounds like a charlatan to me!
