There are a couple of threads on this issue, I believe.
In Europe and other places PC is granted for 30+ rentals/year or a spend above $7,000/year. In the U.S. 40 rentals/200 days or a spend above $7,000 is required. - It is slightly easier for non-U.S. addresses to gain elite status. Personally, I don't agree that PC is worth a rental-run, unless you are very close and it's not such a hassle. I find little difference in having G/5*/PC, upgrades depend mostly on luck and the staff recognizing you. Offering to pay a few dollars for an upgrade, seems to help most.
