Er, no, because what 1K-SFO is proposing is at least 3 and maybe 4 stopovers even without the LAX... HKG-SFO<stop>SFO-ORD<stop>ORD-SFO<stop>SFO-ORD<stop>ORD-SFO
Only 2 stopovers allowed in the continent of origin.
