Similar experience in NZ with Air NZ. Apparently, a stewardess sued when an overweight carry-on dropped and broke her neck when she was opening the baggage compartment. Thus, the limit is now 7kg and they zealously weigh all carry-ons that look heavier than 3kg.
Well, slightly OT as this is about check-in luggage... I saw a tall announcement poster in front of NZ check in counters in SIN, about strictly enforcing the 20 kg check in luggage allowance. It sounded very serious, saying something like "you will be charged for every kg above 20 kg"...
