I cancelled some SIN-KUL-SIN flights in F in the SKL a few weeks ago. As Savage25 says, make sure you do it before the gate closes. They have to send someone from CIAS or SATS (forget who) to come and escort you down to departure immigration for a stamp then down to arrivals arrivals.

It took about 3 weeks to get the refund.
