Not to split hairs here, but rows 9 & 10 are the exits on the 319/320.

On the 320 both rows have very good legroom (I'm 6'2" and can easily cross my legs). Row 9 does not recline (as that may cause issues with egress through row 10).

On the 319 10A/F are the best seats. Row 9 seems to have LESS legroom than a regular row and row 10BCDE are marginally better than regular rows.
