Yes, considerably. I'd say 36" of pitch and if snag row 16 (if memory serves) it's a reclining row. Seats A and F, row 16 on the 319 have the added bonus of having no seat at all in front of you--possibly the best Y seat on the plane

Well it has the most legroom (the A319 A/F seats) but my favorites are still A320, row 16 C/D. I prefere Aisles and enjoy the extra legroom... very comfortable.
