Without question they can't due to cabotage. Add to that the treatment you'd get from US INS and Canada Customs who'd want to?
AA won't , on the same call, even sell TWO tickets, e.g. YYZ-DFW, DFW -YVR same day knowing it is an attempt to get by cabotage rules. Maybe online.
