Planes carry some extra fuel....but a "missed approach" burns a lot in a very short time and if there are weather related problems such as fog that are causing delays......it is better to divert to an alternate airport and "wait it out" until conditions have changed for the better.
Actually....something similar happened to me today on DL1460....which was diverted to ABE to refuel since LGA was fogged in this morning....until about 9:30-10:00am.
We had circled for about 45 minutes before finally diverting to Allentown, PA....where we refueled and then eventually made the "short-hop" to LGA once visibility improved to the point where we could land.
