Yeah, I think you're right. Expedia probably only negotiated a subset of the total available rooms for their special rate. The special rate is sold out but that doesn't necessarily mean the entire hotel is.
Maybe Hilton.com is showing sold out because, as you said, they pulled the plug on all inventory until they can sort things out.
