I guess it depends on what one is looking for in a beach vacation. Having been to Saui, Phuket, and Hua Hin, I would much rather visit Hua Hin as a beach resort than the other two. Admittedly, Hua Hin does not have alot of "action" (howver one may wish to define the word, it is lacking in Hua Hin). But I did enjoy being away from all of the hawkers, taxi cammers, and hordes of western tourists so prevelent in Samui/Phuket. And I enjoyed the fact that, for Thailand, the beach was clean, the people were genueinely friendly, the small resort I stayed at was charming and affordable, the food was great and it was inexpensive, there was lots of very good golf courses nearby, etc. etc.
