According to the Sunday Telegraph, they're justifying this plan (eventual deployment at all mainline train stations) on the grounds that the London bombers used mainline rail services to get into position.

So, either they haven't noticed that buses and cars leave a glaring hole, or it's part of a longer term plan where any of us can be stopped searched and ordered to produce our papers, anywhere and at any time.
