As I understood any agent can talk to an E and they get high priority, while only select trained agents were allowed to talk to SE. Therefore SE's get a higher level of service, but in high demand may get slower service.
The next time you have a long wait on the SE line, try the E line. If any SE's don't have I can give to them.
