There's the Kings Plaza mall in Brooklyn on Flatbush Ave. It's just off the
Belt Parkway, no more than 10-15 minutes from JFK. Probably between $15 and $20 taxi one way. There is no public transportation to this location from Kennedy.

You can also cab it to Roosevelt Field Mall in Garden City Long Island. It's bigger and better. Only downside will be the cost of the taxi since you're leaving NYC proper. Maybe the next poster can chime in cost wise.
