That's by no means the only weakness. And this weakness is very much tied tot the even bigger weakness: Hardly any partners.
With most other FF programs, most of the promos center on partners. Stay at this hotel and get bonus miles, do x dines in a certain period of time and get bonus miles. But (especially for people outside Colorado) hardly any of these partner opportunities exist. And thus the promo opportunities involving such partners don't exist either. (Promo opportunties involving car rentals do exist, I guess, but I'm not aware of them doing even much of that.)
