You would need to start at 100K. Plus, I think you need to give two for a RT.
This is potentailly doable based on the numbers we heard at the DO. CO has between 20-25,000 Plats (depends who you talked to, and of course, this changes all the time).
Another factoid we heard is that 90% (Not sure of this exactly) of Plats travel 90,000 miles or less (sure of this figure). So, if the numbers we heard are right, we are talking 2,000-2500 plats whow would qualify for SWUs. If 2 were given for each 100,000 then we are talking 5,000 seats/year, which given CO's expansion of international flights is manageable. I might even be willing to go with reasonable blackouts (holidays, some days that are heavy business travel, etc.)
I don't know how many people fly 125,000 and 150,000 per year, but I would bet not too many domestic flyers, meaning that it would be mostly international travellers, which I would think CO would want to reward the most.
Of course, it goes without saying that most FTer Plats will find a way to make the 100,000 barrier
