This brings up another issue, however. If you are placed on a "waitlist," there doesn't seem to be much chance of eventually clearing it. What would make CO management make more BF seats available? If someone with a paid BF seat cancelled their reservation? This would probably not open that seat for a waitlist customer because, as you said, there are sometimes empty BF seats. It would seem that the only way to move from the waitlist to a confirmed seat is if someone with an mileage upgraded confirmed reservation cancels. This doesn't seem very likely.

With the above reasoning, what percentage of people who are waitlisted ever actually get an upgrade?
