I believe that this is a very detrimental policy for Hertz. I called several times after reaching 40 rentals last October to be upgraded from 5 star to Pres Circle. Every agent admitted that I had enough rental's but stated that status upgrades don't happen until the following April. I moved all my business over to Avi Preferred Select for the next 6 1/2 months until I received my Pres Circle card in May. At that point I reevaluated programs and almost stayed with Avis. I usually rent 4 days a week in multiple cities each week.

Bottom line: I stayed with Hertz because it is a superior product, but why Hertz decidedly relinquishes business and opens the door to the competition is beyond me.
