Regarding US 781, FRA-PHL, on Oct. 29, until Oct. 27 there had been no seat map available and so seats couldn't be assigned. Then when the seat map became available, I was told by International Reservations that they couldn't make seat assignments, as that was 'under airport control.' What does that mean and why is it being done? I've been upgraded to Envoy, but with no seat assignment.
