In theory, the department of agriculture is a government agency. Since this agency issues a unique ID number for rabies tags, I guess one could request documentation from the government with the appropriate photo. Since the dog is also microchipped by a recognized agency, it serves as double proof of identity!

seriously, though, UA has instituted a program for animal FF's. However, the miles are only good for your four legged friend on a future flight.
