FWIW, I've had captains on AA who turn the seat belt sign off right after we reach a cruisng atlitude and back on on initial descent. I have also TWICE had a captain (same guy - Manny something-or-other IIRC) on DFW-ZRH flights who left the seat belt sign on the entire flight. Perhaps this was the same guy?
