The least expensive duty-free shop that I have ever found is located on the U.S. side of the U.S.-Mex. border at the Otay Mesa crossing.

Up until a few months ago (when I stopped traveling to Tijuana) I was able to buy U.S. cigs for anywhere from $14-18 per carton depending on the brand.
