They probably wouldn't if they had the choice.

Same reason why an AS MVPG would not choose an AA flight with a 0% chance of upgrading when they can fly earlier or later on AS and get a solid chance of upgrading anywhere up to the time they book the ticket.

Just as being a UA flyer, I'd never take a US-operated codeshare if a UA metal flight was available since I can't upgrade on US with my UA instruments.
