I'm a travel manager for two UGS members, and can tell you that the qualification requirements are really a mystery. They both flew a ton of full-fare transcon in 2003 so it was no surprise that they were UGS last year ($40-50K spend each). I didn't think their 2004 travel would qualify them for 2005 UGS, but it did; one didn't even hit the 1K threshhold (had about 95K EQM) but it was all F and C or very rarely upgraded full Y. They not only bumped her to 1K but also renewed UGS.
