1) Governments dont admit to subsidising airlines, so what makes you think they'll admit to subsidising travel. I think maybe you got a senator/congressman special fare where you can expense the travel minus taxes.
2) Its not safe to assume anything about UGS, and we do know that it takes more than one or two expensive fares to make it.
3) The only people that request pillows and milk do so instead of SWUs and CR1s because they have no need for upgrades. I'll choose the upgrades over extra pillows and milk any time.
