The Czech government had elements go into ultra-racist mode some time after 9/11 based on faulty "intelligence" in the run-up to the Iraq war. Their "intelligence" establishment and "security forces" went into "overdrive" on that front and pushed their foreign policy establishment to "slow go" on visas, to say the least.
