Wow ... is that really true? I hold an Indian passport and have travelled extensively in Eastern Europe - never got the sense that Indian citizens were not welcome there. I can vouch that I have never felt racially discriminated in Eastern Europe, so do consider visiting what I think is one of the most beautiful places in Europe. And dont miss out on the jazz scene in Krakow!
