Yes, they do allow items to be picked up by another person. In your case, just tell them the tag number(s), that are on the stub(s) given to your dad, along with your ID at pick-up.

Also, because you have the option of paying at either drop-off or pick-up, if you choose the former, make sure both stubs (customer and store) are stamped PAID.
