Infoworks --- not sure who you ask exactly, but in my case, I've taken the 10mins deadline into account. I've only missed this once, but not because of the 20mins immigration clearance... it's because I was shopping and shopping and forgetting the time... so they closed the gate before me...
After that experience I never stop for shopping again. If I have to shop I build some extra time. If I see something interesting on the way to gate and don't have time to shop around, then I'll do it in my next trip.
Net, the 20mins immigration clearance still works for me
. I'm the among the last 5-6 into the gate --- but usually the last 1-2 to step into the plane. I'll be holding on to my phone (or public phone inside the gate) until the last minute... Don't get me wrong, OK? I'm not doing this for the sake of becoming the last person into the plane. I'm doing this for the sake of spending more time on my personal life....
