In terms of car rental agencies (outside of a discount through the car club), and outside of the special Budget promotion, she would have to shop around for the best car rental rate. I suppose that she can go to a travel agent, who can tell her more easily which car rental agency offers the best rate, and whose franchise locations are nearest her home in Mississauga.

(One question regarding insurance and car rentals - if she uses a credit card with the collision damage waiver (coverage), does she need to (as per Ontario law) buy additional insurance - as she does not own a car, she does not have any sort of car insurance currently, which might also cover a rental car).

Do used (or new car) dealerships also options for renting a car - especially, if there was a good chance that she would buy a (used) car, shortly thereafter?
