I've yet to pick up a WiFi signal at any EWR PC but Terminal C is littered with a few dozen AT&T hotspots (which when activiated, you get a CO-branded screen cobranded by the NJ/NY Port Authority.) Service is touch & go but for $6/hr, is the only decent WiFi access throughout Terminal C.
