Yes. I have had agents confirm my standby seat well in advance of 20 minutes a number of times as a 1P. Depends on the loads, I guess, and maybe the GA's mood, too
Most recently, when flying IAD-LGA with both a standby request and a u/g request in, the GA said, "I have to wait until you clear standby in 10 or 15 minutes to process the u/g," but after a moment, turned to the other GA and said, "Hey, could you clear a BP5 now?" and voila, I had both my standby seat and my u/g about 35 minutes out from boarding, and maybe 55 from the scheduled flight time.
