I (PE) travelled to CAI last Sunday and received the email informing me that I could do OLCI, but try as UI might this was not possible, my colleague (no status) was travelling the following day and, as I had made his reservation I got the email for him, everything worked flawlessly and I was able (grudgingly) to allow him to relax in exit row seats!
So some glitches in the system I guess.
