Yes - that's true, except one finer point - unlike full fare tickets, you can't pay fare differentials in cash to upgrade an individual/single leg of an RTW (say if you feel flush with cash that particular day you're flying). The WHOLE thing must be upgraded to a CRW/FRWSTAR, which won't make sense if you've already started your journey.
