I rented a car in Phoenix and I avoided the airport location.
I booked on-line and I was surprised to see on the confirmation e.mail I was entitled to get a refound for the cab. Basically from the airport I went to the nearest city Hertz location (by cab) , so I saved over 100 USD of airport surcharge and I got a discount of 20 USD (the cab receipt)from the final price.
