In my experience QF in Australia, be it Dom or Int'l, are much more carry on weight conscious than anyone anywhere else. Even flying F, I have been subject to perfunctory "I must weigh" your bag" requirements at check in.
Often the ground crew patrol the waiting area too, for overized bags that missed check in inspection - some flights (like SYD-MNL) are more notorious for this than others.
