Never rented in YQY (I usually drive from YHZ) but I recently rented in YGK and YQG, two airports that don't have rental car sevice at all on paper, but have systems in place to get the job done on a case-by-case basis. In one case, a rep from the downtown location drove to the airport to meet me; in the other, the keys were left with the AC staff. Don't let the website be your final guide; try calling the local offices directly.
