For a tourist, take a look at the Mandarin Oriental. Its right next to the Petronas towers, which has a big luxury shopping mall and is as central as things get in KL for tourists.

I'm not sure what it costs these days, but it was exceptionally cheap (for a MO) 4-5 years ago.
