In Tel Aviv, like elsewhere in Israel, nobody drives on Yom Kippur and the streets are full with people and kids on bikes and rollerblades or just walking.

Spending Yom Kippur in Eilat is an experience as there you will sometimes see people who drive their cars and the exodus starts about 2 hours before Yom Kippur ends - trying to beat traffic but reach Dimona or Mitzpe Ramon after people ate something . This year it won't be as "bad" since Yom Kippur is on a Thursday - creating a very long weekend.
