Help - what if you don't have a gov't-issued photo ID?

My sister flew home to CA from FL for the weekend, and discovered at MIA that she had forgotten her DL. She started producing everything in her wallet and was finally allowed through.

Unfortunately there are no DMV offices open in her area on Saturday. I remember a colleague telling me in a similar situation that there is some procedure done to very your ID.

The TSA website mentions that two non-photo IDs, one of which is issued by a government are acceptable. Could that be her student ID and California immunization card? More importantly, does anyone have any actual experience with this? I know the website can say one thing, the people at the airport another!
