This is not normal in MAN. In some airports though (e.g. Sofia, Moscow that I have personally experienced) this is the norm! In Moscow this is because there are no strollers allowed AND people smoke near the queue's (which can be very long and slow). In Sofia, strollers are delivered at the plane AND the families skip the queue's (which are also slow but not in the same scale as Moscow) - so arguably Sofia's model is slightly too pro families.

MAN previously allowed the child stroller which meant that this wasn't an issue - queuing with the child sat in the stroller is not difficult nor painful! by the way, I am a youngish and quite fit guy, and I was having problems by the time I reached the queue - many other people would have had a significantly more difficult time!)
