I didn't get mine same day - didn't need it, but saw others at the Passport office picking up theirs. My advice is to get there prior to your appointment (read as soon as they open) and see if you can meet with someone then. We got there prior to ours, and were able to just wait in the line, which was quicker than waiting until our appointment.
