I think at least two of the tree may have to do with the competition -- including other airlines frequent flyer programs and from charters keeping the market demand somewhat "under control" (and thus award space cheaper).
For cheap flights to Israel, one of the ways to go is with mileage tickets to IST, ATH, LCA and then get a paid or mileage ticket to TLV. Works out much cheaper, cash or miles, often enough.
