I don't know wjhether you need one for TIP but why not just get the Ozzian visa now. Online it costs AUD20 (approx GBP8 )and is available at
http://www.eta.immi.gov.au/ . Takes all of about 5 minutes to fill the form in and get the visa issued
You don't need to have purchased the ticket in order to get the ozzian visa sorted
