Many of the countries I fly into have me arriving generally late at night. I rarely have found a higher-end hotel with any kind of 24-hour room-use policy. Due to flight schedules, I've often had hotel room use for sub-8 hours yet paid for a full-night's stay. Dubai is basically the same situation for me ... including at the Burj Al-Arab.
