What does "on time" mean?

I've had several flights in the past couple of months where the screen at the airport, and the SWA web site, have shown "on time" for departure (prior to the flight) even though the inbound aircraft's arrival at the gate was 10 minutes or less prior to my flight's scheduled departure time. How does Southwest define "on time" on the web site and the airport monitors? They know darn well they cannot turn a plane in 10 minutes. On these flights we actually pushed back about 25-30 minutes late each time.
