Not neccesarily true, although the situations you list will certainly have a bearing on the outcome. Last Thursday for example, I managed to change a City Pass booking 3 times on the same day, even going as far as chaing departure and desitnation airports, and not once did I get the 4-S. My colleague on the otherhand was traveling on a regular e-ticket and was stopped twice in the same day!

That's my experience as well. I have doen the flight-shuffle for Js and have gotten SSSS, I've also gotten SSSS for no apparent reason. What really irks me is that AC does the 'random selection of these.'
Admittedly - I am a dubious 24 year old male with a TN visa. Understandable concern...
