I did the UA-SQ transfer in SIN on two separate tickets earlier this year. There was no problem with the bags. At IAD, the UA agent simply noted my SQ flight number and date, and the bags reached the final destination with my SQ flight. At the SIN transfer desk, I inquired the agent about the status of my bags, and was told my bags had already boarded the SQ plane.
