You should make it unless your arrival is delayed. Also, you may not leave from D. Just because the flight to CLE originates at MEX and will arrive at D doesn't mean it will depart from there. It may or may not -- some of those flights change equipment at IAH and sometimes they tow the plane to a gate at C, or now E, for the continuation. If you are lucky enough to end up with it departing out of the north concourse of C you'll be fairly close. If you're really unlucky, it will leave from the new terminal E and you'll have quite a long walk; considerably longer than D. In any case, I think you should be able to make it.
